What is the etiquette when taking a co-worker to get frozen yogurt or a lunch as a treat to congratulate her?

The best way to handle this situation is right from the get go.

When you decide on lunch or frozen yogurt, ask her with, "Hey I wanted to take you to lunch (or frozen yogurt) to congratulate you on (whatever she did). It is my treat."

That way you have handled who takes care of the bill. When you arrive, ask her what she would like and wait for her to order. Usually when I am out to dinner or lunch I usually ask what they are getting. That way I know about how much to order.

And always, when you have invited someone to share a meal or treat allow them to go first into the restaurant and take the first bite. It shows good manners.
